Judge Bill English: punish those who allowed this horse to starve to death

This is blizzard; he is a horse who lived on the same road as I.  He was starved to death and passed away Tuesday.  He was only four years old and had NO health issues whatsoever.   The authorities will not step in and we are trying to get people to call Lee County, Alabama, authorities to make complaints to get the owner to court. We cannot get anywhere with our case and need the publics’ help.  Please sign the petition to appeal to Judge Bill English to prosecute the guilty party who allowed this horse to starve to death.  Animal cruelty is against the law:

Alabama Statute § 13A-11-14. Cruelty to Animals.

(a) A person commits the crime of cruelty to animals if, except as otherwise authorized by law, he or she intentionally or recklessly:

(1) Subjects any animal to cruel mistreatment; or

(2) Subjects any animal in his or her custody to cruel neglect; or

(3) Kills or injures without good cause any animal belonging to another.
