Background:
Across North America, black bears have been found with gallbladders removed, paws chopped off, and bodies left to rot, all to satisfy a demand in Asian communities both here and abroad. A gallbladder might fetch thousands of dollars on the black market, making it as valuable by weight as gold or illicit drugs.

In the U.S., the current patchwork of state laws that addresses the bear parts trade creates a wildlife law-enforcement nightmare. Thirty-four states prohibit trade in bear gallbladders and bile; five states allow it freely; and the others either have no regulations or restrictions that prohibit trade in bear parts from bears taken within the state but allow commercialization of bear parts if the bear is killed elsewhere. Since it is fundamentally impossible to tell a California bear gallbladder from a Pennsylvania bear gallbladder, this regulatory inconsistency makes national bear protection extremely difficult.

The Bear Protection Act, H.R. 3480, would prohibit the import, export, and interstate commerce in bear viscera and products that contain or claim to contain bear viscera.

If passed, this bill would assist wildlife law-enforcement efforts while creating a sound national policy against the trade in bear gallbladders and bile. Although twice passed by the Senate in recent years, the bill has been stymied time and again by the National Rifle Association and its associates who defiantly resist any positive movement to protect American wildlife from poachers’ bullets — yet this is an issue not about sport hunting but about poaching and commercializing wildlife. H.R. 3480 has again been introduced into the House.

I wish to voice my strong support for the Bear Protection Act, H.R. 3480. This bill has again been introduced into the House and I urge you to co-sponsor this bill and do all you can to ensure that it passes expeditiously.

The Bear Protection Act, if enacted, would prohibit the trade in bear gallbladders and bear bile, which are highly sought after in the black market wildlife trade.

Demand for bear parts has already decimated Asian bear populations including the endangered Asiatic black bear. Recent research shows that bear gallbladders and bile are being sold on both legal and illegal markets in the United States. Gallbladders from North American bears are being obtained illegally and either fraudulently marketed here or exported, while gallbladders and prepared products containing bile from endangered Asian bears are brought into the U.S. illegally and sold, primarily for use in traditional Asian medicine.

    Utterly disgusting. I don’t care if it sounds racist, the majority of Asians do not care about animals. The animal cruelty in countries such as Vietnam, Korea, Japan and China has to be seen to be believed. That they’re now decimating bear populations in other countries surprises me not at all!

    We do these horrible acts because the story depicted in the Bible tells us we have a right to. Have you read that book? That’s right, god tells man to conquer and subdue the Earth and all its creatures. It’s not the first time this story was told, it’s the same story we’ve been telling ourselves for 10,000 years: creation ended with man, the Earth was a gift from god(s)…doesn’t matter who tells it, it’s a story that is killing us as certainly as we have been abusing the Earth and all its creatures…of which we are one, not some special divine species placed here by a god or gods.

    These acts happen because of “God”, not in spite of “him”.

    These bears get no medical attention and have infected openings. these people should use their own bile from humans not bears kept in captivity, they are in lots of pain can you imagine someone keep digging intoyour stomach that has been hurting. they are mentally
    deranged and need help stop messing with the bears and mother nature. what does bile do really anything to make money whatever it takes, tell them to use viagara sick people.
