Randy Klatt stole his neighbor’s companion animals, tortured them to death, and hung one out for others to witness. He put them on a bus route so children could also see them.

Per Greg Bewley, Hamilton County Sheriff: “A ticket for Criminal Mischief, a $50 offense, was issued regarding this case several months ago. The accused individual has pled Not Guilty and is scheduled for trial in Hamilton County on September 29th at 9:00 a.m.”

Dear Judge Lively and County Attorney Henkes,

I have learned of extremely disturbing and malicious cases of animal cruelty in which Mr. Randy Klatt deliberately caused the suffering and death of two dogs and hung one outside on a school bus route for children to witness. These alleged incidents occurred in March and September 2011. I am writing today to encourage you to pursue every route investigating this hideous crime in order to effectively charge and prosecute Mr. Klatt and sentence him to the harshest penalty; his crimes causing unimaginable agony, fear, and death in the animals and distress and wanton endangerment in children and adults who witnessed the tortured animal on display deserve social justice, not community approval.

When I try to imagine what possible motive animal abusers entertain for subjecting their animal victims to such malicious, heinous acts of brutality, I fail, but I am thankful for a lack of cognitive understanding and rationalization. To voluntarily engage in such malicious behaviour suggests sadistic tendencies, and this person’s actions, causing unmitigated pain and suffering, demonstrates an incontrovertible lack of morality regarding other living beings and a gross disrespect for the law. In fact, a person who shows such a remarkable lack of compassion towards non-human animals has the ability to show such indifference towards human animals. This link between animal and human abuse has been established, and if society excuses Mr. Klatt’s criminal behaviour, or agrees to a lesser punishment, we only harm ourselves by unjustly nullifying cruelty as acceptable behaviour.

Please respect the victims by penalizing the guilty; doing so will demonstrate your commitment to justice, responsibility, and integrity, attributes unquestionably necessary in a legal setting: rejecting cruelty by maintaining an unyielding position towards it would be a model for all community members and would serve to characterize this type of behaviour as both impermissible and punishable.

I know your time is limited and I thank you for your attention to this urgent issue.

    He is very disturbed but not only did he abuse animals. This person abuse the children who rode by his house via bus everyday. Can you imagine not only the fear in the dogs’ heart but the kids who had to drive by this Sick individual house. If I was the kids’ parents I would be suing emotional abuse against this person.If I was his neighbor I would definitely be hiring a lawyer to sue him for emotional distress.This guy needs to be put under the jail.

      Get real, The children are no more abused than they would have been seeing their dog splattered on the road when it got hit by a car as the kids irresponsible mother let the dogs run loose and the dogs death was pretty inevitable. She has no business owning a dog that she can not or will not responsibly care for. That means confining the dog in a fence and not letting it roam the countryside at will.

        Prove it was tortured to death, more likely just killed and the dead carcass hung on the fence. Keep your dog in a fence and don;t let it run into a sheep pasture and your dog will live longer. Farmers have to protect their animals from being violently killed by loose dogs all the time. It’s one of the toughest things sheep farmers face.

        The moron is the person who moves in next door to a sheep farm and lets 3 large dogs run absolutely loose and expects any other outcome other than seeing their dogs shot for doing what dogs do by nature, chase prey. It is the height of irresponsibility to allow dogs to run loose especially right nest to one of dogs favorite targets.

        You can see in the pictures that dog had been tortured, people have come forward and said they had seen what the bastard had done and it was horrific, so why are you defending him then? are you like him, do you identify yourself with this man? if the owners did leave their dogs to run around freely threatening his livestock then ok, a farmer would protect its flock, but nobody would expect the dog to go through unnecessary suffering and its corpse paraded around in front of everyone! you do not have a leg to stand on. if you defend this monster that means you can identify with him and its you that needs help also. goodbye, and seek help.

        If a dog gets hit by a car that’s an ACCIDENT! If some a-hole puts dead animals on display with a sign, that DELIBERATE! Anyone purposely trying to display that is sick in the head. It takes a wacko to break in and kill the homeowner for being there at the time, it takes a real f-ing sicko to purposely kill the owner as a display to the children of the house. May that situation never happen to you and yours. (if you have any) If you do have children you should have some sort of understanding of how sick it is to force this onto their eyes. Why not just go have sex outside in front of the school bus too!! I mean, it may not be illegal to have sex in general, but to force someone to see it? Its the same for destruction of an animal. If the man saw the dog attack sheep, ok its understandable to shoot to kill….and then dispose of the animal. NOT Shoot to let suffer and then for all eyes and children to see! THAT’S SICK AND WRONG!!!!! Get it??

    I wouldn’t call it torture. There has been much worse. I know I’m going to upset most of you by saying this, but 1. the first dog was cancer-riddled which meant it was in pain to begin with. By putting it down he did it a favor. I just wish he would have been respectful that it was the neighbor’s property and if it did cross into his yard, then at least have the decency to shoot it in the head where death would be instant instead of lingering for 2 hours. 2. It doesn’t matter the decay of the sheep versus the decay of the dog. He could have just found the sheep and the dog in the sheep pen (most farmers don’t let sheep run wild without a fence around them unless they have sheep dogs themselves). He wouldn’t have to shoot the dog at the same time the dog got the sheep. If he had been there when the dog went after the sheep, then the sheep probably wouldn’t be dead.

    I’m not trying to say the farmer was right, I’m just pointing out that besides shooting the one dog in the neighbor’s driveway, he has every right to protect his flock. Yes, he went overboard by putting them on the fence, but leagally he has every right to defend his home. I’ve seen torture. The second dog was not tortured. The first went through two hours of people photographing him instead of rushing him to the vet and was dying a slow and painful death anyway from cancer. I pose this question: Which is worse a, Living years with the pain and suffering of cancer because your owner doesn’t want to let you go or b, living two hours with a gunshot wound being photographed when you could be getting medical attention but still having people who love you surrounding you in your last moment. Use your brains people.

    oh, and as for saying that I am killing puppies by eating meat, F’ you

      @Use you Brain first-you should take your own advice. If you had bothered to read all the information on this, the dog that had cancer was waiting for the vet to come to them. These ppl live in an extremely rural area, and the quickest way to get vet care sometimes is a house call. I’m sure they weren’t sitting around the whole time taking pictures, although they needed to take a couple for evidence against their neighbor. As far as him living his last yrs in pain, how would you know? If these were responsible, caring owners as I think they are, I’m sure their vet had given him meds for discomfort and when he is beyond the help of traditional medicine, it’s time to say good-bye. Next, why do you think the black dog was not tortured??????? To see the injuries on his side where he was probably dragged, shot in the rectum and hopefully was deceased by the time this low-life hung him on the fence for the kids to see would constitute torture to me for the animal and the children. The fact that this scumbag admitted to shooting them makes him responsible. Yes, the dogs should not have been on his property, but he should have at least had the decency to contact his neighbors and let them know he was upset about this. Don’t think I would want you or him as a neighbor.

        If these people were responsible caring owners they would have a fence that they keep their dogs contained in and never let them run loose.

        Seriously you move into a place right next door to a sheep farm and let two large dogs run loose? Exactly what other outcome would a reasonable person expect to have happen?

        Responsible caring owners do not let dogs run loose, period. She is every bit if not more responsible than the farmer.

      you have got this all wrong, why are you making excuses for this subhuman disgusting creature. dont! he did something noone should be able to do, treat another living creature with no respect of consequence. If they were indeed dying of cancer why should they have spent their last few hours in horrible agonising pain? Where is the dignity? it is not right. This ‘man’ deserves and should be hammered by the full extent of the law. I hope he is. I hope he is made an example of.

    I utilized the sample letter/email but personalized it ,put effort into it,then addressed it to both the judges email and County Attorney Henkes but email has been rejected 3 xs now,sent back.. ”failure notice ” (no receipient by that name..).Im trying to undertand if its being done correctly…the addresses do they need to be underlined ? I couldnt get it to try for that.Anyone
    had success with sending the cyber mail to them?

      Hi, Jolie ~

      I am sorry that is happening, I have heard that happening once before but the person used a different email host and it did go through. There is only one that has an underscore, and that is for the DA between his first and last name, but otherwise they do not need to be underlined. If you are still having trouble and don’t have another host to use (MSN, AOL, Yahoo, Comcast, etc.), then use the free fax option, you just need to input your information (name and email address) and copy your letter in the comment area and it will go through. Thank you so much for participating, and please try the fax function if you don’t have another email host to try (some hosts either reject or won’t send based on IP locations, but that shouldn’t be an issue here).

    Did you ever contact the current Executive Director of the Texas Animal Health Commission, Dee Ellis? He or his office would be able to tell you anything about the legality of the hanging of the carcasses on the fence…might give you more to fight with and solidify your stance.

      Good luck. No law is going to be passed that prevents a farmer from protecting his livestock and his living. The woman should have had a fence and kept her dog contained rather than move into a place right next door to a sheep farm and let two large dogs run loose.

      The law that needs to be passed is one that fines the heck out of stupid people that let large dogs run loose in the countryside.

    I’ve read the story and everyone’s comments on this subject. Name calling won’t solve anything. Something similar happened here in IL where there was no farm. One neighbor just didn’t like the other’s dog and shot him, took a second shot and just missed the dog’s owner. He was charged with a misdemeanor of destruction of property. People must take responsibility for keeping their pets under their control, not letting them roam. I understand a sheep rancher must keep his sheep safe. If he finds a dog going after his sheep, I don’t like the idea, but he needs to protect his sheep. Shoot the dog to kill. But to go after any dog in the area just in case that was the dog that may have gone after one of his sheep? That’s not right. And to torture or hang it for display for kids or anyone else to see? There’s something seriously wrong with the mind of a person that would do something like that. That’s evil, that’s not just “protecting your sheep”.

    I have read these posts and though it is claimed there are witnesses, none have posted any proof of torture. John is not sick. I grew up on a farm and have had to dispatch many dogs that were abandoned on our road. Now before you go all crazy on me, did you ever think about this problem? I am a dog owner and love my dogs, and have even adopted a few of the strays that were left to suffer near our farm. Problem is, several dozen per year are abandoned due to proximity to a large city (10 miles) and no one will come and pick up stray dogs. The county dog catcher and local Humane animal rescue operations will only come and pick up a crated animal??!!!. I am not willing to risk injury or attack by a diseased or starving animal. They are a danger to our livestock and pets as you can’t know if they have any infectious diseases since most aren’t left with tags or vaccination records. Now, I have never displayed any dogs that I shot, but have to admit it crossed my mind. Shocking, yes, but I wondered if I could deter the next irresponsible pet owner/abandoner from leaving yet another poor animal to fend for itself on or near our farm.

    I can assure you that I never “got off” on having to perform this grim task with the exceptions of one of my neighbors dogs who had killed two of my own beloved pets. The first was found dead in the pasture with bite wounds. the second, only 2 days later as I watched in horror: my beautiful Aussie Shepherd was “murdered” defending a young calf which was being pursued by the neighbors Mastiff/lab mix. (neighbor had been asked to contain the dog several times). More recently, another large stray killed my poor little mini dachsund which I let out in the yard to “potty”, thankfully, my children had gone inside and did not witness it. I admittedly felt a little satisfaction shooting both murderous canines, although I still feel a little sorry for the dogs as I blame the owners.

    Annie I beg to differ, that It is not the property owners right to decide, it is in fact, the right thing to do. Responsible, compassionate pet owners spay and neuter, and make sure their animals don’t threaten or roam on other people’s property. Now you can call me all the names you like, but your cause is misguided based on the evidence here. I suggest you find a better cause and promote/volunteer/donate to your local spay and neuter clinic. you will have a better chance of saving a life.

      Sure…I know of people who have done this. This doesn’t make it right or solve the problem. There have been a few times that my dog ran off, but came back within 15 min., there are also times when some dogs run off to roam awhile, unfortunately they may not return quickly…and then they are at risk of getting hit by a car, attacking an innecent person or beloved pet, anything can happen, sometimes they are caught/trapped by not-so-nice people & used for “bait” dogs in fights or suffer some other torture or shot. But to publicly display your actions for even children to see, is mean and down right cruel.

WOULD IT HAVE HURT HIM TO BE CIVIL IN THE FIRST PLACE IF A NEIGHBOURS DOGS WERE BEING A NUISANCE ASK NICELY POLITELY FOR THEM TO BE KEPT UNDER CONTROL.. THERE IS ABSOLUTELY NO EXCUSE TO DO A CRUEL & INHUMANE ACT LIKE THIS.. NONE WHATSOEVER !

    Anything I could add to the letter above could not be printed. This kind of atrocity should be made a felony. If this creature of filth can do this to animals he or she would do it to humans just as easily if there were not laws against it. If this man does not go to prison he should at the very least be sent to a mental hospital for the safety of everyone else.

For all of those peple that clearly seem to be in favor of these dogs being killed,I would think that a responsible sheep farmer would keep his fence maintaned and not leave holes in his fence where stray dogs or any animals for that matter to have easy access to his sheep.

    I do not agree with animal cruelty, but in MIchigan we have the same law,….suprisingly, it does not apply to your own child, because they can call for help-supposedly. SO, if your livestock is being threatened- like by the loose pitbull from down the road,.you can kill them on your property,……HOWEVER, one clean kill shot is sufficient, and no torture or showcasing is necessary. Id think they could have got him on improper disposal of a dead animal,…..AND there IS a difference between dispatching an animal , and torturing them.
