Even after long negotiations, the City of Kharkiv won’t implement the well-proven FOUR PAWS strategy of neutering, vaccinating and releasing stray dogs. Shortly before the signing of the cooperation agreement, essential sections of it were removed, although the Ukrainian cities of Kiev, Lviv, Donetsk and Zaporozhe accepted the exact same sections and have launched the stray care project successfully.

FOUR PAWS believes the changes would mean that the project will not be implemented properly and the ending of the dog killings by the authorities would not have been guaranteed. These conditions, however, are essential for a successful implementation of the project. There won’t be any compromise over the welfare of dogs and other animals nor on the quality of care, as the head of the Ukraine project, Dr. Amir Khalil, confirmed on site.

Help us to guarantee a humane solution for the stray dogs: Send a protest email to the Ukrainian authorities today.

Online appeal for the City of Kharkiv to stop killing dogs

Dear President YANUKOVYCH,
Dear Prime Minister AZAROV,
Dear Minister for Environment STAVYTSKYI,
Dear Major of the City of Kharkiv KERNES,

I am closely following FOUR PAWS’ initiative in Ukraine where they are implementing a humane way of reducing the stray dog population in a long-term and sustainable way. I am delighted to read in various news reports that progress has been achieved in the cities of Kiev, Donetsk, Lviv and Zaporozhye and I would like to thank those responsible for supporting this project and making it happen.

However I am outraged to learn that one of the four EURO 2012 cities – Kharkiv – is still not willing to accept the same conditions that the other cities have already agreed to. Professional neutering, vaccinating, caring and releasing of stray dogs (including ear tagging) is key to the project being successful.

I therefore strongly urge you to study the position currently held by the city of Kharkiv and ask you to officially announce the ending of dog killings and the beginning of close co-operation with FOUR PAWS who can implement humane methods of dealing with the stray dog issue.

    Stacey, I work for The Brazil Times and I see that someone from my office has already tried to inform you that the media listed above is not going to be able to influence an event that is nearly 3 hours 150 miles away. A simple Google search would bring up actual LOCAL MEDIA around Ohio County, Indiana. For example:, or any news organization in Ohio, since they would be closer than we are. I understand that you feel the need to help out but what you are doing now — along the lines of media involvement — is grossly misguided. Maybe you don’t understand small town papers or maybe you are unfamiliar with where we are actually located at in Indiana seeing as how you are “1,000 miles away.” I am just trying to tell you, you need to change your media approach. It’s tough out there for all newspapers, and a small town paper like us is unable to provide coverage on an event nearly a state away. But you know what paper probably could? The Ohio County paper I listed above. I dislike the animal cruelty that is taking place, but getting sometimes as many as 100 emails a day, for almost the past year is making it difficult to do my own job, and the effort is getting wasted on my delete button. Now, wouldn’t 100 emails a day, to the correct news organizations help? Yes, I think so.
    So what I’m asking you for, is to please take down the INCORRECT “local media” listed above and replace it with some that are less than 150 miles away.
    If you are unable to properly perform a Google search to find more legitimate media organizations to bombard with these e-mails I would be glad to help.
    Also, I’m assuming this is where the e-mails my coworkers and I have been getting are generated from, but if not let me know.
