BACKGROUND

On September 12, at the Adams Morgan festival in Washington, D.C., a dog named Parrot got into an altercation with a poodle. The caretakers had broken up the fight when D.C. police arrived on the scene. According to witnesses and photographs, the officer pinned Parrot to the ground with his knee, then hurled him down a concrete stairwell, and finally pulled out his weapon and shot him.

There is no evidence that Parrot was a threat, especially since photographs showed that he was contained. Stories of police shooting dogs are in the news all too often. It is not only a cruel death for the dogs, but it is devastating for their families and dangerous for people in the vicinity of the gunshots.

The D.C. Metropolitan Police Department needs to investigate Parrot’s shooting and take appropriate action against the officer. They also need to prevent future tragic canine-police encounters by establishing non-lethal force continuums for handling animals and mandatory canine behavior training.

Investigate Parrot’s Death, Prevent Future Dog Shootings

Dear Metropolitan Police Department,

I was shocked and saddened by the events of September 12 at the Adams Morgan festival where Officer Scott Fike shot and killed a dog named Parrot, who had already been contained.

I urge you to thoroughly investigate the shooting, not only because a firearm was unnecessarily discharged in a crowded area, but because Parrot and the people who witnessed his tragic death deserve justice. Photographs and witness accounts indicate that the dog was not a threat.

All shooting incidents involving dogs should be thoroughly investigated and all witnesses questioned. If the shooting involves contained dogs, the officers should be suspended or discharged.

In addition, I urge the Metropolitan P.D. to immediately adopt a clear force continuum for canines and mandate more training for all officers in canine behavior.

Because of this incident, the community has lost trust in your agency. I hope you will change your policies to prevent future tragedies like Parrot’s death and once again instill trust in the police department.

    Police Officers NEED more training , this cop must of been afraid of dogs ! What makes him think he has the right to kill some ones pet, no judge or jury, just a hardhead cop who did what he wanted ! Cops should have some animal police training what to do. He should be charged with animal abuse.

    It’s is incredible, how we can trust people like that to protect us? No common sense a poor dog cowardly sacrified, is that the kind of proffessionals that we pay with our taxes?, I hope the police department reconsider how to make a better training of the officers, if they are not capable to make a fair judgement of the situation and just act crazy with innocents what can we expect?, must be punished.

    Would the policeman have shot a human? Whether he would have or not is NOT the problem this idiot needs to be removed from his job, animals deserve to live just like humans do and this should NOT have happened. The policeman should be fired. Period.

    What is wrong with Police? they seem trigger happy, correct me if a`m wrong but as far i know they are not Judge, Jury, some of them to me are criminals with a badge, is disgusting, that they have the nerve to just shoot the Dog no ? ask? that particular Police man” needs to be remove from his Job………..

    More poodles bite humans than pits each year. I have had 4 pits – they have never threatened to harm any human or another animal and I live on a ranch with numerous types of livestock and other companion animals.

    I’m tired of the bad rap pits get from the uneducated and untrained….Justice for Parrot!!!

    This is really getting out of hand! I’m hearing more and more of these type of tragedies happening every month. Justice would be to throw this same officer down a stairwell, pin him down, and then………well, you know! I used to be a police officer and would not have ever dreamed of doing something so stupid. May God be with Parrot, animals suffering similar fates, and especially with pit bull or pit bull mixed breeds!(They seemed to be the most targeted breeds for these kinds of abuse!) I hope new laws are enacted someday soon to prevent these stupid acts of abuse! And this is definitely ABUSE! Aren’t there ant lawyers, senators, or congressmen out there that can do something! If they could, would they?

    this is so sad…your country is turning into a theocratic plice state where the people you entrust to uphold the law are becoming violent bullying thugs.

    if the damned policeman had just stayed out the way it would just have been a scuffle betwen two dogs that wouldnt have ended so horribly…
